TRANSITION TO DECARBONIZED ECONOMY

Climate Change knows no boundaries; As nations – developing and developed – trace the path of economic recovery, the global energy landscape and markets are being radically reshaped. Institutions and Governments are rapidly raising their commitments to build net-zero, environmentally conscious and socially responsible value chains.

Andhra Pradesh, with a GSDP of $141 bn and contributing to nearly 10% of India’s industrial output, is the leading investment destination in South Asia and has been ranked #1 in the Ease of Doing Business by the World Bank. Also ranked #3 in India in achieving the SDGs, Andhra Pradesh is translating sustainable development goals into realistic, sound policy initiatives steering towards an Air Positive, Water Positive, Energy Positive, and Soil Positive economy. These include development of sustainable, smart, and resilient cities, increased use of electric vehicles, and measures to conserve energy.

As the global energy transition architectures change, Andhra Pradesh also envisages to evolve into a Mid-Stream Green Hub for industries, stewarding solutions towards net zero by way of sustainable governance practices. One key aspect to achieve this is integrating clean energy resources and promoting sustainability in industrialization under ESG frameworks.

To decarbonise the industrial value-chains in its pursuit to combat climate change and its impacts, the Government of Andhra Pradesh has formulated a comprehensive action plan to reduce emissions, particularly in power generation, transport, manufacturing, and agriculture sectors.

The state of Andhra Pradesh in India, with an economy of USD 141 bn in 2020-21, has embarked on a journey towards Sustainable Development and is ranked #4 in India in achieving the Sustainable Development Goals. The state has been consistently ranked #1 in the country for Ease of Doing Business by the World Bank since 2015-16. .

As a result, it is among the most preferred investment destinations in India, making it a globally competitive investment destination aligned with the mission ‘Atma Nirbhar Bharat’. Mr. Reddy is regarded as one of the top visionaries in India today. He is credited with transforming the state through a new governance paradigm pillared on Decentralized Governance, Investing in Future – Education, Healthcare and Skill, and Port-led industrial growth to integrate with global value chains.

Mr. Reddy, with his Vision 2030, aims to make Andhra Pradesh the top destination in the country for manufacturing with equitable and inclusive development. As Leader of Opposition in Assembly between 2014 and 2019, he launched a 3000 km ‘Padayatra’ (foot-pilgrimage) in November 2017 to interact more closely with different parts of society and understand the problems of the people of Andhra Pradesh based on which he formulated ‘Navaratnalu’ – an elaborate model of governance comprising of a welfare driven society. The 430-day foot march that took him across 13 districts covering 125 Assembly segments.

Mr. Jagan mohan Reddy is also an entrepreneur by profession. He is the founder of the Telugu language daily newspaper Sakshi (second largest Telugu daily) and the television channel Sakshi TV. He is also the Chief Promoter of Bharathi Cements.

Mr. Subramanyam Javvadi is a bureaucrat from the Indian Administrative Service (IAS) currently discharging his responsibilities in Government of Andhra Pradesh as the VC & MD of AP Industrial Infrastructure Corporation (APIIC) which is nodal agency at the Govt of Andhra Pradesh, responsible for developing industrial infrastructure within the state.

He is also the CEO of the Andhra Pradesh Economic Development Board (APEDB) chaired by the Hon’ble Chief Minister of Andhra Pradesh, which was commissioned to act as a catalyst to achieve sustained double-digit GDP growth through a structural shift to industry and service-based economy.
Previously he was posted Mission director of National Health Mission (NHM), Assam for 2.5 years, managing the reproductive maternal and child health indices of the Assam which has challenging indicators in terms of highest MMR and IMR. During his stint, the state has achieved the distinction awarded as the “Most Improved State in Health” which was possible through the various qualitative initiatives taken to improve health systems in the state. Recognizing the impact of his efforts, he was awarded the Assam Chief Minister’s award for Public Service Excellence for the year 2019.

His IT initiatives such as Field Activity Monitor for Elections (FAME) application to monitor movement and reporting of SST/FST using geotagging has increased the movement and effectiveness of the filed teams during Assam Assembly elections 2016 and won widespread accolades along with ensuring that Goalpara election district recording the highest voting percentage in the country. His initiatives post demonetisation in the district for transformation to digital economy included a detailed communication strategy with key messages and dipstick surveys under the branding called “Aahban” which has helped all stakeholders to move on the digital highway.

He is a Chevening Gurukul Fellow from King’s College London, UK during the year 2016 which is one of the prestigious fellowships of Foreign and Commonwealth Office, Government of UK. He is a Chartered Accountant (C.A) and a Cost & Management Accountant (CMA) by qualification. He has stood All India 1st rank in the Cost Accountancy (CMA) course during the year 2001 and secured All India 33rd rank in the Chartered Accountancy course.
He is an Oracle Enterprise One Financial Management Certified Consultant alongside being a Master’s in Public Policy (MPP). His areas of policy interventions include health, education, financial inclusion, skill development, sanitation, climate change, urban development initiatives amongst others including disaster mitigation and relief rehabilitation management.

Mr. Chalamalasetty had an extended entrepreneurial career during which he was involved in evolving start-up businesses in Information Technology, Infrastructure and Environmental sectors in the United Kingdom and India. Mr. Chalamalasetty is experienced in mergers and acquisitions, transition and project management with a successful track record of managing operations involving large remote teams. He co-founded and developed the Company with Mahesh Kolli in 2004 and incorporated it in early-2006 to raise funds for financing early operations. He is responsible for effectively implementing the strategic business road map of the Company. Mr. Chalamalasetty is a graduate in Computer Science and holds a Masters from North West University.

Since 2018, Executive Vice-President, Industry Solutions, Field Marketing & Sustainability at Dassault Systemes. Started career as a financial analyst in investment banking in New York. Then acquired more than 5 years of experience in the public sector: with the European Commission in Brussels, responsible for the trade relationships between the EU and China, and thereafter of the antitrust case against Microsoft. 2007, joined the team of the French Minister of European Affairs, as Adviser on trade and industry issues. 2008-17, worked at Engie, a world leader in the energy sector, first in charge of Business Development for the group, then as Chief Executive Officer, Engie, Qatar, and later Vice-President for the group procurement performance plan; finally appointed Chief Operating Officer, Engie, Europe and Russia. Member of the Board, past or present: PSA; Air France. Young Global Leader, World Economic Forum (2013). Graduate, Ecole Polytechnique / Corps des Mines.

Richard is KPMG’s Global Head of Infrastructure and Global Head of KPMG IMPACT covering sustainability, climate change and economic and social development. He has over 25 years’ experience in infrastructure policy, governance, strategy and financing, advising both public and private sector clients in the UK and overseas. Richard began his career as a civil servant at the UK Department for Transport where he held positions in the road, rail and aviation directorates. Between 1996 and 1998 he was Private Secretary to the Secretary of State for Transport and the Deputy Prime Minister. He subsequently moved to the Infrastructure Advisory team at Citigroup before joining KPMG, where he led the UK Infrastructure, Building and Construction sector until 2018. Richard has an extensive network of contacts across the infrastructure, transport, utility, and construction markets and the related political, financial and legal communities, in the UK and internationally. His clients include national and local infrastructure and transport authorities, private infrastructure owners and promoters of infrastructure schemes. He has advised on the governance and financing of some of the worlds’ most complex civil engineering projects. He has a long-standing reputation for leading clients through complex and politically high-profile transactions and providing strategic, financial and governance advice in relation to the delivery of infrastructure services and projects. He has a particular interest in climate change and sustainability, and in supporting the impending mobility revolution, promoting dialogue between the public and private sectors globally to maximise the social and economic benefits of autonomous vehicles, electric vehicles and mobility as a service. Richard is a Trustee, Vice President and Fellow of the Institution of Civil Engineers. He is a member of the World Economic Forum Global Future Council on Urban Mobility. He is a member of the Infrastructure Board of the Confederation of British Industry. He chairs the Advisory Council of The Infrastructure Forum, which is an independent think-tank which brings together organisations with involvement in UK infrastructure from public, private and regulatory perspectives. He is a prolific writer on infrastructure, transport and sustainability, and is quoted regularly in the trade and national press.

Aditya Mittal became Chief Executive Officer of ArcelorMittal in February 2021. He was previously President and Chief Financial Officer of ArcelorMittal.
Following the formation of ArcelorMittal in 2006, Aditya held various senior leadership roles, including managerial oversight of the Group’s flat carbon steel businesses in the Americas and Europe, in addition to his role as CFO and membership of the Group Management Board.
In 2008, Mr. Mittal was named ‘European Business Leader of the Future’ by CNBC Europe and was ranked fourth in Fortune magazine’s ‘40 under 40’ list in 2011. He is an active philanthropist with a particular interest in child health.
Mr. Mittal serves on the boards of ArcelorMittal, Aperam, HMEL and Iconiq Capital, and is the Chairman of the Board of ArcelorMittal Nippon Steel India. He is also a Trustee at the Brookings Institution and an alumni of the World Economic Forum Young Global Leader’s Programme.
Mr. Mittal holds a Bachelor’s degree in Economics with concentrations in Strategic Management and Corporate Finance from the Wharton School in Pennsylvania, United States.

Mr. Amitabh Kant serves as the Chief Executive Officer of NITI Aayog. He is a member of the Indian Administrative Service, Kerala Cadre, 1980 batch. He has authored Branding India: An Incredible Story (2009) and Incredible India 2.0: Synergies of Growth and Governance (2019). Mr Kant has been a key driver of award-winning initiatives, such as ‘Make in India’, ‘Startup India’, ‘Incredible India’, Asset Monetization, National Mission for Transformative Mobility among others. In his capacity as Secretary of the Department of Industrial Policy and Promotion, Government of India, Mr Kant drove the Ease-of-Doing Business initiative, which led to the emergence of state specific rankings. At NITI Aayog, Mr. Kant is driving the Aspirational Districts Program, which has succeeded in improving the socio-economic outcomes in some of the most backward districts of the country. Mr Kant is the Chairman of Empowered Group 3, one of the 11 such groups constituted by the Government of India to tackle the spread of the COVID-19 pandemic in collaboration with the private sector, NGOs, and international for pandemic management activities, Mr Kant is the recipient of the Economic Times Policy Change Agent of the Year Award, the Bloomberg TV Personality of the Year Award, the NDTV Administrator of the Year Award, the One Globe Award, 2016, for Leadership in Transforming Governance in the 21st century, and the Golden Peacock Award for Leadership in Economic Transformation, 2017.
